They said the men were allegedly caught with 1.4 tonnes of marijuana which they were transporting from Mozambique.
Police spokesman Oliver Mandipaka said the drug, suspected to have been destined for South Africa, was valued at US$1.4 million.
It was one of the biggest drug hauls in Zimbabwe, which police said was at the centre of drug trafficking in the sub-region.
Mandipaka said two of the suspected drug peddlers were Mozambicans.
