Senegal: Wade calls for statistical systems on good governance

Senegalese President Abdoulaye Wade on Monday urged African statisticians to work towards the establishment of statistical sub-systems on good governance.

In an opening speech in Dakar at a Paris 21 Consortium meeting, president Wade also urged them to mobilise their expertise in an effort to contribute to the design, execution and evaluation of policies and programmes aimed at promoting African women and reducing gender inequalities.

Establishing correlations between statistics and the financial crisis the world is going through and which spares neither emerging countries nor developed ones, the Senegalese head of state asked statisticians to provide the data needed and to follow strategies and policies likely to help prevent certain crises or, at least, cushion their impact.

He recognised the usefulness of certain norms of transparency of the data created by the International Monetary Fund (IMF) including the Special Data Dissemination Norm (NSDD)in 1996 and the General Data Dissemination System (SGDD) in 1997 which contributed to the improvement of the operating system of international financial markets.

Nevertheless, Mr Wade said, the world statistical system which is to accompany the globalisation of the economy is yet to be built.

'Let's recall that the present Paris 21 Consortium meeting is placed under the theme 'Statistics in the service of development - Renewing the partnership' and coincides with the 10th anniversary of its creation.

This will be the opportunity for the consortium to call on the 400 participants meeting in Dakar and its partners to affirm that annual statistics are a public good and that their production and dissemination are one of the essential missions of every government.

The PARIS 21 consortium was launched to act as a catalyst for promoting a culture of evidence-based policy making and monitoring in all countries, and especially in developing countries. The consortium is a partnership of policy makers, analysts, and statisticians from all countries of the world, focusing on promoting high-quality statistics, making these data meaningful, and designing sound policies.

The role of PARIS 21 is to foster more effective dialogue among those who produce development statistics and those who use them, through facilitating international events, supporting country-based activities, regional workshops, and subject matter task teams.

At the end of the meeting on 18 November, the Dakar Declaration on the development of statistics will be adopted and will support the Marrakech plan of action for statistics drawn up in 2004.

The fifth meeting of the African symposium on statistics development will open in Dakar on 18 November.
