Inadequate funds has been cited as the main reason for the delay in the trial.
Senegal, mandated by the African Union in 2006 to try the former Chadian head of state, said it needed a minimum of 18 billion francs CFA for the trial.
Chad has put at Senegal's disposal 2 billion FCFA for the trial, according to the Chadian Minister of Humanitarian Affairs Abderrahmane Djasnabaille.
Speaking on Radio France International (RFI), Mr Djasnabaille complained about the delay in raising the necessary funds for the trial of the former dictator, who went into exile in Senegal in 19 90.
"The victims are tired, they are aging and they are ill. They are therefore likely to die one after the other before the trial actually takes place,'' the Minister said.
``Chadians are also eager to see this trial take place because they want to sort out problems of the past once and for all," he said.
The former Chadian president is charged with "crimes against humanity, war crimes and acts of torture".
The AU, at its recent summit in Addis Ababa, called for a round-table of donors, scheduled for Dakar soon, to raise the funds needed for the trial.
