The communiqué issued in Kigali by the Director of the steering committee of the Rwandan military club, said "negotiations between the two clubs were currently under way to sign a transfer contract".
This transfer of a Rwandan player to a German first division club would be the first in the history of Rwandan football, it said.
"Hertha Berlin hopes to have Haroun Niyonzima in its ranks as soon as possible," the communiqué said, without disclosing the transfer fee.
Rwanda, which has qualified only once for the African Cup of Nations Football tournament held in Tunisia in 2004, has a dozen professional players in European clubs in Belgium, Sweden, Cyprus and Greece.
The performances of the Rwandan national soccer team"Amavubi" (the Wasps) has been criticised several times by Rwandan officials, including President Paul Kagame, who have deplored the framework of the national soccer team which is basically made up of expatriate or naturalised Rwandan players "spontaneously" called upon to defend the country's honour.
