Kadhafi reaffirms necessity of federal government of Africa

Cotonou, Benin - The Libyan leader Mouammar Kadhafi on Tuesday declared that in Cotonou that any further delay in the creation of a federal government for Africa is "treachery".

He pointed out that the the former Organization of African Unity failed because of the absence of a continental federal government acting as a mechanism to implement resolutions, treaties and accords.

Speaking at the opening ceremony of the 10th summit of the community of Sahelo-S aharan summit (CEN-SAD), Kadhafi said Africa could have been a force similar to t he United States of America, Europe or China if it had listened to the late pan-Africanist Kwame Nkrumah in 1963 on the launch of the Unification Project.

The Libyan leader stressed that the federal African government project was important to bring Africa out of the state of backwardness, in the fight against poverty and diseases and achievement of the development and prosperity of the people.

Kadhafi also said some people were obstructing the African union project either out of ignorance or desire to satisfy foreign agenda with the aim of imposing their hegemony on the continent.

He said the federal government of Africa was a demand and a pressing necessity that needed no further delay or procrastination.

"Time and the people will reveal the reason for their opposition to the federal government of Africa."

The Libyan leader noted that decisions taken at various African summits and the economic accords such as Lagos plan of action were still on paper because of the absence of the federal mechanism for their implementation.

Kadhafi said those who were promoting the regional blocs were acting to sabotage the federal project and the progress of the continent.

Regional blocs, according to him, had been created because OAU failed and sugges ted that the regional blocs should be replaced because they were obstacles on th e path of the unity of Africa and created a serious regionalist danger to the con t inent.

He cited two regional blocs, the Economic Community of West African States (ECOWAS) and Southern African Development Community (SADC), saying they are dominated by big countries, namely Nigeria in the case of ECOWAS and South Africa in the case of SADC.

These blocs served to create a market in the interest of the big countries and the submission of the smaller ones, the Libyan leader said, adding that these cou n tries contributed nothing in the areas of politics, economy or security.
