At a press conference held at his residence, Mr. Mambé flatly denied responsibility as stated by the Abidjan-Plateau court in the investigation initiated on claims of electoral roll frauds.
He explained that there is no fraud in the work performed by the CEI, explaining that the electoral registration system does not give room to such a practice. 'Honestly, there has been no fraud,' he said.
Giving his version of the facts, he stressed that the CEI's internet files of the 429,000 petitioners have been configured under the PDF format which does allow for any sort of modification.
Mr. Mambé said the petitioners' registration complied with the following criteria - physical presence before a local electoral commission (CEL) to make a complaint; provision of evidence of Ivorian nationality; and examination by the members of the CEL of the veracity of one's demand approved by a record of proceedings co-signed by all.
He also dismissed any possibility of resignation, saying he would stay on and proceed with the task that the country has entrusted to him. Furthermore, he refused any comment on the court's decision on his culpability along with his assistants.
In its conclusion published on Friday, the court declared that in the towns of Duékoué and Toulepleu in the west; Abengourou in the east and Dimobokro in centre-east, some petitioners from the CEI had been introduced in the CEL computers' files.
It also noted that in the towns such as Tengrela and Abengourou, some petitioners had been added to the final electoral rolls.
During a meeting of the CEI central commission held on 21 January, the commissioners concluded that there was an obvious dysfunction of the services to explain the set-up of the internal CEL computers.
