Speaking at the opening of a brainstorming session in Paris on Wednesday on the new paradigms of cooperation for development', Mr Duhaime announced that two annual brainstorming days will be held by Francophonie.
'The first annual day will be devoted to dialogue between OIF international officers. The next day will be the opportunity to have OIF officials hold talks with distinguished personalities who are in charge of the problems of development and cooperation,' Quebec's former general delegate to Paris said.
'Our purpose is to make OIF, under the leadership of president Abdou Diouf who is the incumbent secretary-general of the organization, a model institution for other international organizations,' Mr Duhaime added.
About 300 officials of 40 nationalities operate between the headquarters in Paris and the various national and regional branches of Francophonie.
A new Charter, which was adopted in November 2005 in Antananarivo, Madagascar, gives the secretary-general power to appoint an administrator for a four-year term of office.
In accordance with this disposition, Mr Diouf appointed Clément Duhaime to the position of administrator. The former Senegalese president, whose second term of office will end in 2010, has just appointed the incumbent administrator for another four years.
